What is ASGERF?

The American Samoa Government Employees' Retirement Fund (ASGERF) is a defined benefit pension plan established in 1971 to provide retirement security for American Samoa Government employees. ASGERF administers retirement, disability, and survivor benefits for eligible government workers and their beneficiaries.

All full-time American Samoa Government employees are eligible for ASGERF membership. This includes employees of the territorial government, public authorities, and certain government component units. Part-time employees working at least 20 hours per week may also be eligible. Membership typically begins on the first day of employment or the first pay period after employment begins.

Is membership in ASGERF mandatory?

Yes, membership in ASGERF is mandatory for all eligible American Samoa Government employees. Participation begins automatically upon employment, and both employee and employer contributions are required by law.

What happens if I leave ASG employment?

If you leave ASG employment, you have several options depending on your years of service. With less than 10 years of service, you may be eligible for a refund of your contributions. With 10 or more years, you're vested and can leave your contributions in the system to receive a deferred retirement benefit. You may also be eligible to purchase service credit for other employment.

Can I purchase service credit?

Yes, you may be able to purchase service credit for certain types of employment, including federal service, military service, or prior ASG employment where contributions were not made. Contact ASGERF for information about eligibility requirements and costs for purchasing service credit.

When can I retire with full benefits?

You can retire with full benefits at age 62 with at least 10 years of service, or at any age with 30 years of service. The normal retirement age is 62, but you may be eligible for early retirement at age 55 with at least 10 years of service (with reduced benefits).

How is my retirement benefit calculated?

Your retirement benefit is calculated using a formula based on your years of service, age at retirement, and average salary (typically the highest 3-5 years). The basic formula is: Years of Service × Benefit Factor × Average Salary. The benefit factor varies based on your age at retirement and years of service.

What survivor benefits are available?

ASGERF provides survivor benefits to eligible spouses and dependent children of deceased members. The benefit amount depends on the member's years of service and whether they died before or after retirement. Spouses may receive a monthly benefit, and dependent children may receive benefits until age 18 (or 23 if in school full-time).

Are disability benefits available?

Yes, ASGERF provides disability benefits for members who become permanently disabled and unable to perform their job duties. You must have at least 10 years of service to be eligible. How much do I contribute to ASGERF?

Employee contribution rates vary by hire date and employee type, typically ranging from 8-12% of your salary. Your employer also contributes to the fund on your behalf. The exact contribution rate is specified in your employment agreement and is deducted automatically from your paycheck.

Can I make additional voluntary contributions?

ASGERF is a defined benefit plan with required contributions only. However, you may be able to participate in supplemental retirement savings plans offered by ASG. Contact your HR department or ASGERF for information about additional retirement savings options.

What happens if contributions are missed?

If contributions are missed due to payroll errors or other issues, they can typically be made up through payroll adjustments or direct payment. How can I check my contribution history?

You can request an annual statement from ASGERF that shows your contribution history, service credit, and estimated benefits.
